2024總統暨立法委員大選倒數不到80天,本屆立法委員在立法院的最後一個會期,是轉型正義工程刻不容緩的關鍵時刻。蔡英文總統即將卸任,去年(2022年)促進轉型正義委員會完成「任務總結報告」後,依法交由行政院持續研議「轉型正義」法案修法。行政院針對促進轉型正義條例修正、政治檔案條例部分條文修正草案、國家機密保護法修正草案、不義遺址保存條例草案、加害者識別及處置專法草案,僅在立法院這會期進行兩個法案《國家機密保護法》和《政治檔案條例》修法,欠缺加害者究責專法、不義遺址保存專法、中正紀念堂管理處組織法修法,沒有加害者的「轉型正義」,依然無法完備「轉型正義」法制化。
為完備轉型正義法制化、推動「中正紀念堂」轉型,10月30日(一)上午10:00, 陳文成博士紀念基金會、台灣共生青年協會、新台灣和平基金會發起「台灣不需要獨裁者紀念堂」跨世代行動,政治受難者與家屬、青年、民間團體,在中正紀念堂堂體前,提出訴求、帶受難者照片繞行,要求民進黨完成這八年轉型正義工作之承諾、立法院朝野各黨派落實完備轉型正義法制化,讓台灣教育社會文化從威權幽靈中解放,共同強化台灣民主體質、抵禦威權再度復辟,落實人權民主法治精神,讓人民能生活在民主鞏固的自由平等台灣。

As the countdown to the 2024 Presidential and Legislative elections approaches, with less than 80 days remaining, this final session of the current Legislative Yuan holds critical importance for the urgent implementation of transitional justice. President Tsai Ing-wen is about to finish her last term of office. Last year (2022), following the completion of the "Task Summary Report" by the Transitional Justice Committee, the Executive Yuan has been obliged by law to carry out ongoing deliberation on the amendment of the "Transitional Justice Act". The Executive Yuan has focused only on amendments to the " The Classified National Security Information Protection Act" and the "Political Archives Act" during this session, leaving out crucial legislation such as laws holding perpetrators accountable, preserving sites of injustice, and amending the organization of the Chiang Kai-shek Memorial Hall Management. Without addressing the accountability of perpetrators, the "Transitional Justice" process remains incomplete and is far from legally institutionalized.
On the morning of October 30th at 10:00 AM, the Dr. Chen Wen-chen Memorial Foundation, Taiwan Youth Association for Transitional Justice and Kiōng-Seng, and New Taiwan Peace Foundation will launch the "Taiwan Doesn't Need an Authoritarian Memorial Hall" intergenerational action. Political victims, youth, and civil society groups will gather in front of the Chiang Kai-shek Memorial Hall. They will present their demands and march with photos of political victims, urging the Democratic Progressive Party to fulfill its commitment to transitional justice in the past eight years. They also call on political parties across the political spectrum in the Legislative Yuan to implement comprehensive legal measures for transitional justice. They aim to liberate Taiwan's education, society, and culture from the specter of authoritarianism, strengthen Taiwan's democratic foundation, resist any potential resurgence of authoritarianism, and uphold the principles of human rights, democracy, and the rule of law. This is to ensure that Taiwanese people can live in a country that is firmly grounded in freedom and equality.
